Illegal PDS rice laden trucks seized

ITANAGAR, Nov 30: Two trucks fully laden with PDS rice bags were intercepted and caught by a Police patrol team led by SI Techi Rukh under the supervision of OC N. Sora of Doimukh Police Station on Friday midnight at Doimukh.

Investigating Officer, SI Padi Payang informed that the trucks coming from Ziro were travelling towards Itanagar and was suspected to be transporting the cargo illegally.

Accordingly, a case vide DMK PD u/s 406 IPC has been registered and investigations launched. The forwarded seized items to the court of CJM Yupia were handed over to DFCSO Yupia for safe custody as per the court order, added the police.

AASSATA seek release of salaries

ITANAGAR, Nov 30: The All Arunachal Sarva Shiksha Abhiyan Teachers Association, Central Executive Committee has requested the Chief Secretary to intervene and direct the concerned authority to release the salaries of the last four months (Aug-Nov).

In a memorandum to the CS cum Chairman SSA Rajya Mission, the AASSATA stated that the concern authorities have failed to disburse the SSA salaries in time even after the assurance made by the Chief Minister.

The memo added that until the teachers do not follow the salary file movement, the salaries are not released which was an undue treatment to the teaching community by the state government.

Stating that it was humiliating for the SSA teachers of the state, the association urged for releasing the salaries before Christmas so that the SSA teachers will get some solace from the mounting financial crunch.

Saaya seek stoppage to encroachment of govt land

ITANAGAR, Nov 30: Parliamentary Secretary Likha Saaya asked the local administration to prevent and stop further encroachment of government land in Yachuli.

Interacting with the HoDs on the sideline of a meeting organized to chalk out plans for smooth conduct of the ensuing Mega Rally of the state government, Saaya asked ADC AC Boruah to immediately look into the matter and ensure that no further encroachment of government land took place. “I want our future generations to live in a well planned city,” he said.

Describing the Yachuli area an unexplored paradise in earth, Saaya also called upon the HoDs and PRI leaders to make concerted efforts to bring it into limelight.

Move towards an AIDS free generation: Governor

ITANAGAR, Nov 30: In a message on the eve of the World AIDS Day, Governor of Arunachal Pradesh JP Rajkhowa expressed the hope Day would strengthen the resolve to make Arunachal Pradesh, free of AIDS.

In his message to the people on the occasion, the Governor said that it is high time that people should take more responsibilities to stop the spread of HIV/AIDS by spreading the message of ‘Safe Sex’, avoid taking drugs, more particularly not using syringe used by other persons. He appealed to the people of the State to join in the mission to contain the further spread of HIV/AIDS. At the same time, he called for creating more awareness and move towards an AIDS free generation.

The goal is ambitious, but achievable. Each of us has an important role to play. Let us all play our individual and collective roles, the Governor appealed.

Power Grid donates ambulance to Koronu CHC

ITANAGAR, Nov 30: The Power Grid Corporation of India Ltd (PGCIL) based at Tezu has donated an ambulance (Tata Sumo) to Community Health Centre (CHC), Koronu today.

Additional Deputy Commissioner of Lower Dibang Valley District MK Deori flagged off the ambulance in presence of DMO Dr. W Wange, Circle Officer Olom Panggeng, PGC IL Manager A Ghosh, Koronu ASM Chairperson Monti Linggi and other PRI members and public of Koronu circle.

Meanwhile, the public of Koronu has expressed their relief and gratitude to PGCIL for donating the ambulance.

Job Mela at Tawang

TAWANG, Nov 30: A job mela under CM’s flagship programme for skill development and employment generation was held at Monyul Sports Club here.

Altogether 200 candidates have registered for different trades under various VTPs.

Addressing the candidates, Tawang Deputy Commissioner Duly Kamduk advised them to choose trades as per their aptitude and complete the training. He said that successful candidates may be given preference in various jobs as they will be trained under recognized and reputed institutions.

ECDS urge authorities to check underage driving

ITANAGAR, Nov 30: The Education and Cultural Development Society (ECDS) has urged the police and district administration to conduct regular checks to detect underage youths driving two-wheelers and light motor vehicles, particularly in the urban areas of the entire state.

In a release, ECDS stated that rash driving of vehicles by many under aged school going children are cause of accidental deaths and the incidents are rising all over the state. The district administration and police authorities should strictly check during night hours as the festival season is approaching and many youths will drive recklessly while taking the cars of their parents, even misusing government vehicles of their parents, it added.

Further calling on the government to come up with new laws to curb underage driving, the ECDS added that due to weak rules in Motor Vehicles Acts, the police and administration cannot deal with the violators strictly.

AAPBWA urge govt to take remedial steps against torment in Assam

ITANAGAR, Nov 30: The All Arunachal Pradesh Border Welfare Association (AAPBWA) has demanded the state government to take immediate remedial steps to check targeting of innocent Arunachalees by people of Assam after incidents like Sootea happen. It shows the negligence and weakness of the state government in protecting its people, stated a release.

Further citing the recent Sootea incident when innocent people from the state were harassed and targeted in Assam, the AAPBWA has requested the state government to clear all the pending bills and compensation of Trans-Arunachal Highway so that the companies enable to carry out the works again. The TAH works will to some extent avoid unnecessary conflict with people of Assam and provide comfort to the people of the state, added AAPBWA.

ATASU plea for teachers and facilities

ITANAGAR, Nov 30: Stating that there were no subject teachers posted in Govt Secondary School Tali, the All Tali Area Students Union has urged the Director School Education to post subject teachers at the school.

In a memorandum submitted to Director School Education, ATASU requested for posting atleast a single teacher for all subjects and particularly for Mathematics and Science.

Further, in a separate memorandum to the Director of Elementary Education, the ATASU has appealed for proper implementation of RTE and various other centrally sponsored student welfare schemes such as Mid-day Meal, textbook, school uniforms etc. in schools of Tali area. The facilities have not been provided in the schools of Tali circle for 6 years, it added.

23rd NERIST Society meeting held

ITANAGAR, Nov 30: The Governor of Arunachal Pradesh JP Rajkhowa chaired the 23rd North Eastern Regional Institute of Science and Technology (NERIST) Society Meeting at Nirjuli on Monday.

The Governor, who is the President, NERIST Society urged all the NE State representatives to thrive for better and quality education of the Institute for growth and prosperity of NE States.

During the meeting, it was observed that NERIST and other institutions like RGU and NIT should be involved in monitoring road, building.

The house further noted the academic and infrastructural development of the institute and urged upon that in future, updated physical and financial position may be placed for knowledge of the members of the Society. The Institute was urged to start Science in Under Graduate level to cater the great need of NER.

Prof. P.K. Das, Director NERIST while presenting a report on NERIST, highlighted on the future projects and challenges of the Institute. Institute is planning for improvement of old Hostel and modernisation of library facility as well as better laboratory facilities and research works.

NERIST is facing encroachment of land and the only hope is the state government in getting rid of encroachment, he said.

KVK Basar distributes vegetable seeds to farmers

ITANAGAR, Nov 30: Seeing the growing interests among the villagers in winter crops, especially vegetables, the Krishi Vigyan Kendra (KVK) Basar distributed vegetable seeds to farmers of seven villages under Basar, West Siang district.

Winter vegetable seeds, like cabbage, cauliflower, knol-khol, broccoli, tomato, coriander, palak, turnip, true potato seeds, radish, mustard and peas were distributed to the farmers of Gori-1, Gori-2, Gori-3, Soi, Regi, Pagi and Disi within Basar area.

During a field visit, the team of Subject Matter Specialists (SMSs) from the KVK explained to the farmers about disease and insect pest management in the field crops.

The team also inspected the functioning of customized hiring centre (CHC) of NICRA-TDC project at Regi. A scientific group discussion was also held at CHC by the team of experts for controlling of insect-pest and diseases in crops that were observed during their field visit.

The team also selected fields and sites for setting up of low cost Poly houses and ‘jalkund’ for round-the–year production of trouble free vegetable production.

Training on organic cultivation of Spices

PASIGHAT, Nov 30: With a view to promote spice cultivation activities in the state, Pasighat field office of Spice Board run by the central government, recently organized training for the farmers at College of Horticulture & Forestry (CHF) here with participation of 50 farmers from different parts of Siang and East Siang districts.

Inaugurating the day-long programme, Dr B R Phukan of CHF said that fertile hill slopes and foothills of Siang valley is feasible for spice cultivation as he urged the farmers to adopt scientific way of spice cultivation and gain practical knowledge on its post harvest management practices with value addition technologies.

Dr S D Warade, who explained on cultivation of Lakadong Turmaric and Ginger, imparted training on preparation of land seed bed and nursery, seed treatment and application of organic manures and water management.

Dr R C Skyawar in his presentation emphasized on production technology of Large Cardamom, irrigation management and the use of bio control agents, while Dr Toge Riba discussed on insect pest and disease management besides post harvesting methods with the practical demonstration.

Speaking the occasion, Field Officer of Spice Board, Rajamanickam R urged the farmers to adopt scientific way in the cultivation of spices to ensure high rate yielding. He laid stress on formation of ‘Spices Producer Society’ for large scale cultivation activities.

Unemployed engineers demand placement of vacant posts to APPSC

ITANAGAR, Nov 30: All Arunachal Pradesh Unemployed Engineers’ Association (AAPUEA), in a memorandum addressed to Chief Secretary (CS) demanded to put a full stop in appointments to the posts of Junior Engineer and Assistant Engineer on officiating, deputation and Adhoc basis under Arunachal Pradesh Municipal Corporation Department.

The Association claimed that the department concerned is in a process to fill up the posts of Assistant Engineer on deputation/officiating and ad-hoc basis which is illegal.

Apprehending the method of ‘pick and choose’ in such recruitment process, the association demanded that the posts be placed at the office of the Arunachal Pradesh Public Service Commission (APPSC).

Let the APPSC conduct the examination for recruitment of the AE posts under the department, the association said in its memorandum, and demanded to float re-advertisement against the posts through the Commission.

It threatened to launch democratic means of protests if the demand is not fulfilled.

Banderdewa FC lifts Late Gyamar Tajik Football tournament trophy

YUPIA, Nov 30: Banderdewa FC beat Gyamar Gyanu FC by 1-0 goals to clinch the first Late Gyamar Tajik Football tournament played today at Govt. Primary School, General Ground.

Earlier attending the final match, Speaker state Legislative Assembly and local MLA, Nabam Rebia called on the playing teams to play with true sportsmanship and discipline.

Rebia also informed the footballers about the state government’s 10% reservation quota for meritorious sportspersons in every Govt job to encourage sports in the state. Further, urging the public to cooperate in smooth completion of the stadium at Yupia, he disclosed that Rs.40 Lakhs has been sanctioned for construction of Mini Sports stadium at Yupia to facilitate sports activities in the district.

Earlier, ZPM Doimukh, Tana Yayo also spoke in the function.

A total of 20 teams from various parts of the district participated in the tournament which kicked off on Nov 15.

The football tournament was organised by Yupia Youth Welfare Association at Panchayat level in memory of late Gyamar Tajik, who was an avid sports lover and had represented undivided Lower Subansiri District in the State level sports in his early student days.

Football and volleyball clinic under BADP

KOLORIANG, Nov 30: A football and volleyball clinic commenced at Parsiparlo on Saturday organized by Kurung Kumey district administration under Border Area Development Programme (BADP).

The camp will help the youth of interior border circles to hone their football and volleyball skills and talents.

Forty players are attending clinic under BADP’s sports programme supported by Planning Department and sponsored by Union Ministry of Home Affairs.

It may be mentioned here that Kurung Kumey won the Chief Mnister’s football (women), volleyball (women) and football (men) tournaments in 2014-15.

NYA questions Taga comment

ITANAGAR, Nov 30: Nabam Youth Association (NYA) vehemently condemned Leader of Opposition Tamiyo Taga for his recent comment against Legislative Assembly Speaker Nabam Rebia.

“How can a responsible man holding the post of Leader of Opposition can make such cheap comment before media against the Speaker accusing him of being involved in the sensitive Taraso firing incident”, questioned NYA in a release.

He is neither an official of CBI nor Supreme Court Judge to declare the Speaker to be involved in the incident, NYA stated and demanded Taga to withdraw his comment and apologize before public for the same.

ITANAGAR, Nov 30: Likabali Unemployed Youth Association (LUYA) has drawn the attention of the SDO towards deplorable condition of the road from Likabali to Ma- Malini Temple.

In its complaint letter to the SDO, the Association stated that stretch of the road leading to Malini temple has been lying in a very bad condition for want of maintenance. Besides maintenance of the road, the association also demanded the SDO to renovate all the toilets in the temple premises which are lying in very bad condition giving wrong message to the visitors.

ITANAGAR, Nov 30: All Arunachal Young Star Artiste Association (AAYSAA) organized a live concert at Siddhartha Hall Itanagar on November 28 as part of its first Raising Day.

Cleanliness drive

TEZU, Nov 30: A massive cleanliness drive was conducted in the Indira Gandhi Govt College campus with the theme- ‘Clean and healthy campus’ as part of NSS regular activities on Nov 29.

Over 60 volunteers of the college NSS Unit, staff and teaching fraternity under the guidance of NSS Programme Officers, Nongja Singpho and Ringu Ngupok, developed an amusement cum play ground in the residential area for the campus children.

Further, a drug awareness session was also organised by the NSS team with the theme ‘Say No to Drugs’ in which Assistant Professor Razzeko Delley appealed the students to refrain from all forms of drugs. He explained in detail about the harmful effects of drugs in human body by a presentation and urged the students to reach into the interior villages to create awareness in the society on ill effects of drugs/opium.

Implement ‘AP Freedom of Religions Act’: JSM

ITANAGAR, Nov 30: Janjati Suraksha Manch, Arunachal Pradesh unit demanded the state government to implement the Arunachal Pradesh Freedom of Religions Act, 1978 in letter and spirit.

The Act passed in the Assembly and signed by the President long ago for protection, preservation and promotion of indigenous faith, culture and glorious tradition has not been implemented in practical until today, lamented Taba Hare, Convenor of Arunachal Pradesh unit of JSM in a press statement.

It is the duty of every secular government to protect and preserve the age-old culture and traditions of its people for their identity, the JSM Convenor said and appealed to the State Government to implement the Act without any further delay.

Orgs refute allegation

ITANAGAR, Nov 30: Three organizations, namely Tali Pipsorang Peoples’ Forum, Tali Pipsorang Anti-Corruption Forum and Pipsorang Panchayat Coordination, and the Anchal Chairperson of Tali panchayat have denied the allegation of embezzlement of fund leveled against Huma Entreprise and Construction Pvt. Ltd. by All Tali Area Students’ Union (ATASU).

Terming the allegation as false, baseless and politically motivated, the three organizations and the Anchal Chairperson in a joint press statement asked the students’ union to inspect various other projects and schemes where funds meant for these works have been misappropriated without any physical achievements.

If they concerned about corruption, they should raise voice against those corrupt officers, officials and public leaders who have misappropriated huge amount of fund meant for development of the area, the press statement said without naming anyone.

This kind of false allegation against Huma Enterprise and Construction Pvt. Ltd., whose contribution to development of the area is immense, deserves condemnation from all, the press statement said and asked ATASU to refrain from making such false allegation which may send wrong message to the public.

ATDSU condemns its Longding counterpart

ITANAGAR, Nov 30: All Tirap District Students’ Union (ATDSU) condemned Longding District Students’ Union (LDSU) for giving press statement involving the union (ATDSU) without its knowledge.

Rejecting the press staement of LDSU that developmental activities have been hampered with the absence of the MLAs from their respective constituencies, ATDSU in a release said that developmental activities and works get hampered when the Chief Minister does ‘partiality’ in the distribution of fund such as deduction of Rs 1 crore each from DOTCL. Even in some cases, the centrally sponsored scheme and projects have also been held back, ATDSU claimed.

It called upon the LDSU to fight joiintly against the alleged partiality done in funding against Tirap, Changlang and Longding district instead of levelling such allegation against their MLAs.

The MLAs are in touch with the public of their respective constituencies in all development related works,” ATDSU claimed.

The statement of the president of Longding District Students Union is one-sided and for his personal benefit, it said.

“Student leaders must not get involved in political issues since they are just a pressure group and should maintain neutrality, the release added.

ITANAGAR, Nov 30: The Governor of Arunachal Pradesh J.P.Rajkhowa has said that even though North East, especially Arunachal Pradesh has hydro-power generation potential, however, there are downstream concerns as also possible threat due to earthquakes, hence the emphasis should be on micro, small and medium run-of-the river projects.

“While mega dam projects are facing resistance due to ecological, environmental and livelihood concerns of the people benefitting from the big rivers, impact assessment studies are a little time consuming. As such a large number of micro, small and medium run-of-the river projects could be conceived, planned and developed with much less time, thereby improving the power scenario. RGU could play a role in this area also and many of you, should be able to play your role as well”. He said this while addressing the 13th convocation of the Rajiv Gandhi University at Rono Hills today.

Governor, who is also the chief Rector of the university said that “It is time for all of us to join hands together and also to make individual efforts to conserve and sustain the Gifts of Nature – the greeneries, rivers, streams, hills and mountains, the flora & fauna, the overall biodiversity.

“Nature has given us everything for our sustenance -both physical and mental. Have we given anything back in return? The answer is a ‘Big No.’ Let us ponder, do our bit to conserve and sustain Nature; otherwise we will have to pay a heavy price due to erratic climate change including Global Warming” he said. He further called for survey, mapping, available quantity, plan for exploitation of the minerals in Arunachal Pradesh, keeping in mind the need to conserve for the posterity are lacking. He said RGU has a key role to play in these areas.

The Governor further said that there is ample scope for conducting innovative research in diverse areas in North East India and that there should be inter-disciplinary research on natural resource management and environmental impact assessment of various developmental projects.

The departments of the University can conduct useful research on challenges to the hill economy, conflict between traditional and modern institutions as well as opportunities of border trade and how to integrate the North East economy with the Indian and global economy, keeping in mind the Act East Policy of the Central Government, he added.

He further hoped that RGU would take up appropriate research projects to document the culture, traditions, customs, faiths, expertise in handlooms, handicrafts, exquisite designs, language / dialects, costumes, folk lores, food delicacies of all the tribes of Arunachal Pradesh, as very little documentation and research have been done in this area.

The same is true of other North Eastern States and as such, RGU scholars and researchers have an important role to play, for conservation of the cultural heritage of tribal, he added.

Addressing the event, Chancellor of RGU Air Marshal (Retd) Pranab Kumar Barbora asked the students to be proud of one’s cultural features as he suggested them to go beyond their comfort zones by working in different parts of the country.

Vice Chancellor Prof Tamo Mibang reiterated that who are getting degrees today deserve due appreciation.

Chancellor’s Gold medalist and gold medalist in M.Sc mathematics 2013-14 Monkhum Khilak, shared his wonderful experience on receiving the prestigious award and said that “ sincerity and hard work is the key to success.

Monkhum who hails from Kharshang, Changlang district did his schooling and graduation from government schools and college.

Out of 72 gold medal recipients, there were 37 undergraduates, 35 post graduates, 16 PhD and 26 M.Phil respectively.

First lady of the state Rita Rajkhowa, Chief Secretary Ramesh Negi and Director NERIST were among those who attended the event along with parents of the students.

Taga denies statement on Tarasso firing incident

ITANAGAR, Nov 30: The leader of opposition Tamiyo Taga has denied making any statement regarding Tarasso Firing incident and relating it to the Legislative Assembly Speaker Nabam Rebia.

Speaking to media persons at Press Club this afternoon, Taga clarified that he had only expressed concern over the sanctity of the Speaker’s post by saying that there are three FIR’s lodged against him, of which one is in Assam.

“If the FIR lodged in Assam is related to border related issue, I take back my statement. I regret mentioning that FIR,” he said.

Taga was served seven days ultimatum by All Papum Pare District Students’ Union (APPDSU) to withdraw the statement and to publicly apologize for making the statement.

BJP Vice president Techi Necha however called the move by APPDSU unfortunate.

“It is unfortunate to know that the voices are being suppressed. Democratic principle is nowhere to be seen these days,” he said.

He further wanted to know why the Green field airport project is being delayed.

“When all the formalities were done with the Karsingsa site, when three of the previous CMs had already given their approval, why was the project shifted to Hollongi which is clearly a Chakma-Hajong Refugee area? All the technical feasibilities were ignored”, he lamented.

Tributes paid Jarbom Gamlin

AALO, Nov. 30: A large number of relatives, friends and well-wishers from across the state and outside congregated at Yeggo residence of former Chief Minister Late Jarbom Gamlin to pay tributes to him on his first death anniversary today.

Born in Aalo to Sokjar Gamlin and Gamde Ete Gamlin on 16th April 1961, Gamlin rose to become the Chief Minister of the state between April 30-Oct 31, 2011. An alumnus of Sainik School Goalpara and St. Stephen’s College, Campus Law Centre, Gamlin was President of All Arunachal Pradesh Students Union (AAPSU), the apex body of the students union in the state, during the height of 'anti foreigners movement'. He was a member of the 13th Lok Sabha and in 2004, was elected to the 4th Arunachal Pradesh Legislative Assembly, representing Liromoba constituency.

A two minute silence was observed by the gathering as a mark of respect to the departed soul.

Many had tears in their eyes as a short film on the life of Late Gamlin from his Sainik School days to the post of Chief Minister with his favorite song “Phagunorey Pasuwa Baa” in his ailing days was screened. Friends, well wishers and family members shared their fond memories of late Gamlin and termed him as one of the towering personalities of Arunachal Pradesh, reports DIPRO.

The AAPSU team also paid its floral tribute to its former president Lt. Jarbom Gamlin on his first death anniversary at his Aalo residence today.

One toilet for 1608 students, Felix assures help

ITANAGAR, Nov 30: Parliamentary Secretary Education Bamang Felix made an unannounced visit to Govt Higher Secondary Aronadaya Itanagar today to access the functioning of the school and to also know the problems of the teachers being faced in the school.

The school has strength of 58 teachers and as many as 1608 students. The school has only one toilet for students with no sanitation facility for girls. The girls are compelled to use toilets meant for teachers, informed one of the senior teacher.

Felix taking note of the issues urged the DDSE Capital Mallo Yam Gollo to look into the matter urgently and take necessary steps in this regard. He also informed that an amount of Rs 5 lacs will be released under maintenance head from the Department of Education for early completion of the construction of toilets for students and teachers in the school.

Earlier, Felix checked the attendance register of teachers where 16 teachers were found either on leave or absent. He asked the school authority to properly monitor and maintain the school attendance record. He insisted on timely submission of Surprise Inspection Report (SIR) including those success stories of teachers to his office for initiating further action.

Addressing the teachers, Felix stressed upon zero tolerance towards teachers’ absenteeism and advised the teachers to dedicate themselves for the betterment of the students. An effective teacher understands that teaching involves wearing multiple hats to ensure that the school day runs smoothly and all students receive quality education, he added.

During the brief interaction, the Principal of school Hage Taker highlighted on problems being faced by the school. He made an appeal to visiting Parliamentary Secretary to appoint night chowkidar cum peon for safeguarding and protecting the school property and LDC and UDC for smooth functioning of the school administrative work.

ITANGAR, Nov 30: The Arunachal Pradesh Panchayati Raj Coordination Committee (APPRCC) has appealed to the state government today for early issue of notification in respect of Zilla Parishad Chairpersons as chairperson of the District Planning Committee (DPC) in accordance with earlier state cabinet decision on 8 Aug 2013.

Addressing media persons at the Press Club here, APPRCC Chairman, Tana Puna Tara said that the Committee has also submitted a six point memorandum to the Chief Minister demanding immediate issuance of gazette notification of ZPCs as chairperson/chairman of the District Planning Committee (DPC), devolution of powers to the PRI leaders, budgetary support on central assistance funds under 14th Finance Commission, creation of Zilla Parishad Vice Chairperson (ZPVC) which will be constitutionally provisioned at par with other state with all necessary facilities, enhancement of honorarium of PRI leaders and introduction of ZPM LAD fund.

He said that the CM has announced to release budgetary support of Rs. 44 crores as first installment to the three-tier Panchyati Raj Institution and gave assurance to look into their demands. The CM has however, said that the demands to let ZPCs hold the post of chairperson/chairman of the DPC and introduction of ZPM LAD fund would be addressed only after proper amendment in the state cabinet, he informed. APPRCC Convener, Taba Techi also said that despite the government of India’s notification regarding devolution of powers vide No. PR-106/7 (PT-A) (B) dated Feb19, 2014 in accordance with Art-243-G of the constitution of India along with direction to pass an executive order making it mandatory to transfer funds, functions and functionaries to all line departments with 25 subjects through three-tier Panchayat Local Bodies, the state government is yet to implement the same.

Demanding allocation of adequate central fund to Panchayat bodies, Techi further informed that the existing honorariums of ZPC, ZPM, ASC, ASM, GPC and GPM are very less in comparison to the PRI leaders of other states and sought early enhancement of their honorariums in accordance with the 14th Finance Commission along with grant of annual budgetary support on regulatory basis.

While expressing concern over the non-implementation of the recommendations of the state’s 2nd Finance Commission under which the honorariums of ZPCs were fixed at Rs.15,000, Anchal Chairperson at 10,000 and Gram Chairperson at 6,500 per month, while the honorariums of members of Zilla Parishad, Anchal and Gram were fixed at Rs. 8,500, 3000 and 1000 per month respectively, Techi urged the CM to further enhance the honorariums of ZPCs to Rs. 20,000 per month as per the directives of the 14th Finance Commission.

Tuki promises one lakh job by 2017

Itanagar, Nov 30: Chief Minister Nabam Tuki reiterated his commitment to provide one lakh job by 2017, one each in every family of the state and thirty thousand in the current financial year.

He said this in Dirang while dedicating Tata Motors collaborated Automobile Workshop and Mechanic trade under Industrial Training Institute, Dirang for skill development training to the unemployed youths of the state. He also inaugurated a Job Mela cum skill development awareness and selection rally here today.

Addressing an enthusiast gathering of youths, elders, Panchayat Leaders, Gaon Buras, students and general public, Tuki informed that Skill Development and Employment generation programme has been taken up by the state government on holistic manner.

Tuki further said that state government has earmarked 150 Crores for skill development activities in various sectors in the current year’s budget. Financial assistance to unemployed engineers is being provided to the tune of Rs. 20 Lakhs through State cooperative Apex Bank to set up small scale industries while skilled youths having certificates will get assistance upto Rs. 10 lakhs as soft loan, he disclosed. He appealed youths to make good use of the benefits provided by the state government.

With 70 trainees presently undergoing training in various trades, ITI Dirang has been upgraded to centre of excellence and is poised to become model ITI of the state. Two more trades were also included viz. Tourist guide and wireman in addition to the already existing five trades in the institute on the day.

“We need not have to boast about our success stories as this particular programme has been recognised by many including Government of India and other well developed states and have approached us to emulate our programme in their states”, Tuki said while citing few examples and awards been received by the state government for this particular project.

He further informed that Skill development programme and Job Mela organised time to time by the state government has been very successful as it had illuminated thousands of lives who are now gainfully employed or self employed in various parts of the country and abroad.

While responding to various memorandum, CM assured to take up the township road via Zimthung village to Namthung project under SIDF and Township road to Rama Krishna Sharada Mission Khaso under RIDF. CM agreed to create a new CD block for Thembang administrative headquarter in next cabinet while for maintenance and preservation of World Heritage Site, Thembang, Rs. 2 Crore was announced.

Earlier, speaking on the occasion, Minister Hydro Power, Veterinary and the local MLA Phurpa Tsering lauded CM for his initiatives for the welfare of the state and its people.

He further informed that the Jandorong Hydel of 1 MW at Dirang has been commissioned.

Consultant of Tata Motors S P Joshi expressed willingness to stretch their activities in skill development sector in the state. He stated that the Tata Motors would be happy to be associated with the Arunachal Pradesh Government in its initiatives.

As many as 13 Vocational Training Providers were present to recruit local youths for skill development trainings in their enterprises.

Other highlight included distribution of TV sets to GBs by CM under CM’s Rural Information Scheme.

AKDDSU seeks action against Director RD

ITANAGAR, Nov 30: Reiterating its demand for cancelling the appointments of six contingency staffs under DRDA Kra Daadi claiming that it was done illegally, the All Kra Daadi District Students Union (AKDDSU) today demanded that the Chief Secretary take action against the Director, Rural Development department holding him responsible. They have given a memorandum to the CS.

Addressing media persons, union’s president Gora Rikam claiming that the appointments were made on the recommendation of the local MLA, said “The appointments were made on October 1 when the office was not even established.”

Also drawing the attention towards the defunct 50 bedded district hospital at Palin, the union demanded that the state government post all the required manpower at the hospital. As of now, medical facility in Palin is only running through a community health service. “There has been no initiation from the state government so far. The 9 crore building has been lying defunct since 2007,” Rikam lamented.

Further saying that the district headquarters Jamin has no infrastructure for any of the HoDs of the district, he said that all the offices and also the officials are functioning from rented accommodations.

“Even the DC is functioning from the chamber of CO and stays in a rented place. Why the state government has to spend so much when it is already facing financial constraint,” he asked.

He suggested that the HoDs can make use of the defunct 50 bedded hospital.

“All the HoDs can function from the defunct 50 bedded hospital at Palin. Why to waste the building and public money,” he said.

NAHARLAGUN, Nov 30: The State level Stakeholders Consultation on Strengthening Adolescence Education Programme (AEP) , organized jointly by the Department of Education, GoAP and UNESCO, New Delhi and NGO ,Centre for Catalyzing Change was held today at Conference Hall of SCERT, Itanagar.

Underlining the urgent need for engaging the vulnerable adolescent age group of students of Arunachal Pradesh, under the initiative of Adolescence Education programme, Parliamentary Secretary Education, IPR & Printing, Bamang Felix has said awareness is absolutely needed for motivating and empowering school students towards healthy behavior, HIV/AIDS, adolescence health and other life skills.

Stressing on youth power to transform the world and to create awareness on HIV/AIDS, he called upon all to work with missionery zeal to make Arunachal Pradesh – a no HIV state of the country.

He called upon the department of education to make a pledge to make our schools and colleges “ No AIDs” campus.

Earlier, Sarita Jadav, representing UNESCO, New Delhi, in her address said that the new initiative has taking shape, which is a vision of the state government. She reiterated the need for strengthening AEP in the state and was hopeful that the initiative would get integrated and mainstreamed into the state curriculum. She said that the program which covers issues including HIV/AIDs education is a commitment of the state government towards the youth of the state.

BN Lendo, Director Secondary Education, in his address, added that the incorporation of AEP in education curriculum, will help develop the character of students adding that monitoring and frequent capacity building are key factors.

Earlier, presenting an overview of AEP, Dr. Aparajita Gogoi, Executive Director, Centre for Catalyzing Change, spelt out strategies and stages of implementation and integration of the program in the state.

AEP will address adolescent issues in addressing child marriage, mortality of young mothers, health issues in terms of accessing health services and counseling. Already three states of the country –Bihar ,Jharkhand and Delhi are implementing the scaled up AEP.

The AEP will be launched tomorrow at Mopin Solung ground by the Chief Minister Nabam Tuki after the flagging of the World AIDs Rally from Akashdeep.

Tirap district on the move: peace returns, pace of development accelerates

Contrary to what outsiders think and talk about Tirap district, the district is blissfully on the move forward in its way of unprecedented development and all round progress. Thanks to the much-awaited and anticipated return of peace in the district, development activities are going on in full swing uninterrupted and unperturbed unlike in the past when insurgency-related incidents used to not only deterred the pace of development but also used to demoralize the officers and officials working in the district. There was a dark period in the district when the people used to virtually live with fear psychosis and the district was in the news for all the wrong reasons. It was like the hitherto Wild West where guns ruled the roost. There used to be frequent firings in between the warring factions of the underground elements ostensibly over area domination. Sounds of gun shots would reverberate through the verdant hills and silent valleys thereby demoralizing the people and bringing the development activities to a screeching halt.

But thanks to the efficient district administration under the young IAS officer Ravi Jha, Tirap Deputy Commissioner and district Police headed by young IPS officer Jasmeet Singh, Tirap Superintendent of Police, a semblance of peace has thankfully returned which has facilitated the various government departments and the institutions to function smoothly without a hitch. The security forces including various companies of the Indian Army, Assam Rifles and the CRPF are also pitching in their services to establish lasting peace and tranquility in the district.

In the meantime, Tirap people have heartily welcome the much-needed peace talk between the GOI and the collective leadership of NSCN (IM) which has helped the district in no small measure to enable it move ahead in the path of development and all round prosperity.

Today, life seems to be all hunky-dory in the district and little wonder, we find happy and smiling people go about their daily chores normally without fear and tension. The youth are all raring to go and shine in their chosen fields. This is what peace can do. Peace is indeed a pre-requisite for development of any place. Gone are the days when Tirap district had the dubious distinction of being dubbed as a place of three Ps for government employees; Punishment, Probation and Promotion. Today, all are willing to come and work in Tirap district thanks to the much improved environs. What the people need is to shake off their smallness, come out of their cocoon, do away with their perpetual negative syndrome and be a part of the sweeping development processes taking place in the state and also willingly accept the winds of change blowing across the state. No place can develop and flourish in isolation.

A number of important projects are going on in Tirap district on a war footing like CC road and Pavement construction in the Khonsa Township roads, District Secretariat building and other people-friendly projects. The Polytechnic Institute buildings at Kheti are completed and will be inaugurated soon. The work on the NH-315 between Hukanjuri check gate and Khonsa will begin soon under the department of PWD Highway. Apart from the development activities in all spheres including creation of infrastructures in the district, human resource development has also taken a giant leap in Tirap district. This year brilliant Ranphoa Ngowa hailing from Kheti village is not only the lone Arunachal student who cracked the coveted UPSC Examination but also a few other Noctes students qualified for the UPSC (Mains) which can be viewed as a silver-lining in the otherwise dark clouds hovering over the Tirap skies thanks to the nagging problem of insurgency. This year one brilliant student from the famous Ramakrishna Sarada Mission School, Khonsa secured the second position in the All India Science Exhibition held in Mumbai next only to Tamil Nadu. A number of young Nocte girls from Tirap district are serving as Air Hostesses in various private and government-run Airlines. Ms Luni Bangsia from Khonsa village who is an accomplished Bharat Natyam dancer is teaching Bharat Natyam classical dance in Kalashetra, Chennai. The popular Rapper K for Kekho from remote Lazu area won the Arunachal has got talent contest and today he is the musical ambassador for the state.

So, against all odds and in spite of challenges galore, Tirap district is sailing smoothly in the river of all round development and progress that can potentially provide the district a pride of place in the state of Arunachal Pradesh. Rajkhowa, Tuki celebrate diversity of Arunachal

Indigenous Faith Day

ITANAGAR, Nov 30: In a message on the occasion of Indigenous Faith Day, Governor of Arunachal Pradesh JP Rajkhowa has said that Arunachal Pradesh is a cultural mosaic owing to prevalence of different indigenous faiths and practices along with both sects of Buddhism, Hinduism, Islam and Christianity and other religions. To preserve the indigenous cultural heritage, the people of the State need to motivate indigenous people to take pride in their own faith and culture, he said.

The Governor exhorted the people to reaffirm the commitment on building better relationships and giving members of each faith the opportunity to better understand each other. He said that it must be through sincere and genuine engagements of all religious people with mutual respect, understanding and goodwill.

Chief Minister Nabam Tuki has also extended his best wishes to the people on occasion of Indigenous Faith Day to be celebrated across the state under the aegis of Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) and its sister indigenous organizations on Tuesday.

In a message here this evening, the Chief Minister said, “Despite our varied diversity, we as Arunachalees are united and take pride in our indigenous cultural heritage. This cultural mosaic has to be maintained, preserved and propagated at all costs while keeping intact our unity in diversity”.

Hailing the day as an opportunity to reiterate and strengthen the bond with respective indigenous roots, the Chief Minister called upon all to take pride in their distinct identities and preserve these for posterity.

World AIDS Day: Time to re-energize campaign against AIDS

World AIDS Day is one of the important health campaigns officially marked by the World Health Organization (WHO). World AIDS Day which was first conceived in August 1987 by James W. Bunn and Thomas Netter, two public information officers for the Global Programme on AIDS at the World Health Organization in Geneva got the approval of the world body in 1988 to observe December 1 as World AIDS Day every year.

The observation of World AIDS Day on December 1 all over the world provides us an opportunity to re-group and re-energize our campaign against the disease and to extend support in creating a conducive environment for the people living with HIV/AIDS (PLHIV).

It is said that any disease and illness not only affect the individuals in terms of the physical or medicinal aspect alone but also psychologically, socially and economically. The impact is more so in respect of HIV/AIDS because of the fact that we do not have any vaccine or a definite cure for HIV/AIDS as on today. The expensive nature of the treatment of opportunistic infections to AIDS, and the stigma and discrimination attached to the disease make it even more challenging to address the issue of HIV/AIDS.

It is said that great difficulties call for greater response. Much have been done and yet much more need to be done through implementation of sustainable policies and programmes in the form of expanding and heightening awareness, advancing the availability of service delivery system, increasing blood donation, widening the coverage of high risk groups through targeted intervention programmes, among others.

But all these measures and responses cannot be the sole prerogative or duty of the designated AIDS Control Society of the government. It calls for unified action through mainstreaming of HIV/AIDS prevention on the part of the other organs and departments of the state. It also requires united efforts of non-governmental organisations and the involvement of the community and civil society. In a state such as ours, the vulnerability to HIV/AIDS is of great concern as the state shares long boundaries with high HIV prevalent neighboring states like Nagaland and Assam.

Keeping these into account the World AIDS Day campaign in Arunachal Pradesh would focus on multi-media campaign involving local TV, radio, newspapers and magazines.

An advocacy meeting by Arunachal Pradesh State Legislative Forum under the leadership of Speaker Nabam Rebia would be part of World AIDS Day campaign in Naharlagun. The forum would also conduct various other activities to mark World AIDS Day as per its own action plan.

A rally would be organized to mark the World AIDS Day in Itanagar tomorrow wherein students of various Govt and schools and colleges of the capital complex will participate. Chief Minister Nabam Tuki, Health Mnister Rajesh Tacho, Parliamentary Secretary (H&FW) Karya Bagang will attened the programme and address the public.

Adolescence Education Programe for Arunachal Pradesh funded by UNESCO would be launched on the occassion.

Apart from this various activities would be carried at the district level through 25 Red Ribbon Club established in the colleges and the District Medical Officers by organising literary activities such as extempore, debate, essay, quiz competitions on HIV/AIDS; sports activities such as football, volleyball, cricket competition and other activities such as rally and walkathon of students to mark the day.

‘AAPSU for cause of students’ community’

ITANAGAR, Nov 30: All Arunachal Pradesh Students’ Union always stands for the cause of the student community all over the state, reaffirmed AAPSU president Kamta Lapung.

Kamta, who along with former NESO secretary general Gumjum Haider and spokesperson of Galo Students’ Union cum secretary of Border Affairs of AAPSU Marli Kamki visited Baririjo and Maro circles under Upper Subansiri district yesterday, assured to pursue vigorously the various problems of the students and schools of those areas with the Education Minister for early redressal.

While visiting the Govt. Secondary School, Baririjo, the team claimed to have found the school building and classrooms in very pathetic condition which needs immediate repair. The school is reportedly not getting any Govt. aid since last many years as told by the headmaster.

Later on the day, the team visited GHSS, Maro which was recently upgraded to higher secondary school and interacted with the students and the teachers to know various problems of the school, students and teaching staff. They told the visiting team that there is urgent need for posting of subject teachers for Political Science, Economics and Hindi. Further, the school has been facing numerous problems, like theft, damage of school properties due to non posting of Chowkidar and lack of boundary wall.

On being apprised of the lack of Computer facilities in the school and lack of proper toilet facilities by the school captain, Lapung assured to provide a computer set for the school.

The AAPSU president asked the students to give feedback to the union and apprise them of the various problems faced by the schools and students of their respective areas.

While asking the students’ to fully devote their time in studies, Gumjum Haider urged the student’s to be hard working as only and only hard work is the mantra for success.

While urging the SMC members to be vigilant, Haider suggested them to regularly apprise the local representative and the officials of the education department about the problems faced by the school in their areas.

CSIR-NEIST calls for conservation

of medicinal plants

ITANAGAR, Nov 30: An awareness programme on conservation, cultivation and processing of different medicinal and aromatic plants was conducted by CSIR-NEIST Itanagar branch at Yupia.

Dr. Budhen C Borah, senior Technical Officer of the NEIST branch elaborated the need of conservation of different indigenous medicinal and aromatic plants available in the state, their commercial cultivation for sustainable socio-economic development.

Dr. Borah emphasized on cultivation of improved variety of Bli-Arun stain of lemongrass developed at NEIST branch. He also highlighted the potentiality of cultivation Bli-Arun strain of lemongrass for rural development.

He also advised each and every participant to establish at least a small herbal medicinal nursery of different medicinal and aromatic plants along with their kitchen garden for conservation purpose.

Dr. Chandan Tamuly, Scientist In charge, NEIST branch assured the participants to provide saplings of different medicinal and aromatic plants that are already available in the NEIST nursery.

Drug menace is ailing section

of Arunachalees

Drug addiction has become a major issue in the state. Large numbers of youths are destroying their lives due to the addiction. Especially in the eastern Arunachal situation is turning worse. This year the United Nations Office on Drugs and Crime (UNODC) in its report submitted to home ministry claimed that Arunachal Pradesh is the highest opium poppy producers in the country. The report had sent alarm bells ringing among security agencies given Arunachal's proximity with Myanmar and other nations notorious for cultivation of the contraband.

In their report UNODC stated that cultivation of opium is rampant in the eastern belt of state. Of the total 2,530 acres of poppy crop destroyed across the country by Narcotics Control Bureau (NCB) during 2014-15, the sparsely populated state with a population of just 13.82 lakh, as per official figures, accounted for nearly 40 per cent with 1,067 acres. The main reasons for increase in opium cultivation are unemployment issue and large scale addiction among locals. Due to lack of employment avenues many turns to opium cultivation to make money. Also there is lack of availability of de-addiction centres, where addicts can be properly rehabilitated. Government should give importance to these two concerns in order to fight against the drug menace. They should especially involve the NGOs. Due to the efforts of NGO like Cultural and Literary Society of Mishmis (CALSOM) along with I-Care, recently 20 opium addicts out of the 23 successfully completed the de addiction course at Treatment cum Rehabilitation Centre (TCRC) at Chongkham run by Arunachal Pali Vidyapith Society. This is encouraging news and gives hope to other addicts. Government should get on board NGOs like CALSOM and take on the drug menace.

Lost Childhood

The 14th November, the Children's Day of the nation was celebrated with much fun-fare all over our country. We also envisage a beautiful nation reminding our children, 'you are the future pillar of the nation/ society'. Can we imagine how many of our young children get an opportunity to celebrate this beautiful day in their lifetime? Despite having legislation against the child labour particularly in hazardous and non hazardous sectors, large numbers of children are still engaged in both the sectors with low wages, long hours of work and exposed to mental, sexual and physical harassment as per many studies on child labour in India.

The penalty for employing any child to work in occupations enlisted in the schedule which are prohibited as per Child Labour Act is "Whoever employ child or permit any child to work in contravention of the provisions of the section 3 shall be punishable with imprisonment for a term which shall not be less than three months but which may extend to one year or with fine which shall not be less than Rs 10,000 but which may extend to twenty thousand rupees or with both". Offenders can only be tried in courts higher than a magistrate or metropolitan magistrate of the first class. Courts also have the authority to appoint people to be inspectors under this act.

Above all, we must not forget India has one of the largest numbers of child labours in the world. According to the Ministry of Labour and Employment, Government of India report that there are 1.26 crore working children in the age group of 5-14 as compared to the total child population of 25.2 crore as per Census 2001. There are approximately 12 lakhs children working in the hazardous occupations/processes which are covered under the Child Labour (Prohibition & Regulation) Act 1986 i.e. 18 occupations and 65 processes.

The National Sample Survey Organisation (NSSO) in 2004-05 reports that the number of working children is estimated at 90.75 lakh. As per Census 2011, the number of working children in the age group of 5-14 years has further reduced to 43.53 lakh. Our state is not far behind in contributing to these data, as per National Commission for Protection of Child Labour (NCPCL) and Ministry of Labour and Employment in Arunachal Pradesh the working children in the age group of 5-14 are 12,395 in 1991, 18,482 in 2001 and 5,766 in 2011, i.e. sudden increase and decrease in the incident of child labour in two decades. It is worrisome to witness the increasing trends and phenomenon of employing child labour in households, restaurants, hotels, dhabbhas, tea stalls etc in our state. According to the Telegraph June 2014, 6 per cent of children in Arunachal are engaged as child labour.

As per the details put forth by Assistant Commissioner of Arunachal Pradesh 2526 children were identified as bonded labourers in 2011, needless to mention here that this is an official record and nearly same amount goes unaccounted as for the scale and intensity of the concern social problem in India.

The representative of the government official and non-governmental organization expressed their inability in preventing increasing incident of child labour due to lack of public awareness. Recently the cabinet has agreed to the amendment in the Child Labour Acts, however, it has allowed a small exemption for children below the age of 14 can work in family enterprises, farm lands but only after school hours and on holidays.

The condition is that such enterprises should not engage in any hazardous occupation. Nevertheless what is our (society, civil society, faith based organization, student organization etc) role and responsibility toward the young mind and the nation? Can we give the young mind the rights to pursue their dreams?

We, the citizen and state, are equally responsible in upholding the spirit of United Nations Convention on the Rights of the Child (UNCRC, 1992): Survival, Development, Protection and Participations Rights of the children. So do these young mind's doesn't deserve their rights to celebrate their childhood. In this context the state and all of us need to address the issue collectively in nurturing and protecting the young mind's rights to celebrate their childhood at the fullest. Child labour is not a family issue rather it is a societal issue, a cultural issue and a human rights issue. We can collectively work towards for prevention and elimination of child labour. Majority of issues identified against Child rights viz Child rights are mere symptoms and diseases are left alone. There is an acute and immediate need to rekindle both individual and collective consciousness. It is also required to ensure on the part of the government that not only strict legislations are formulated in this regards but their due implementations is ensured through regular checks and balances.

However, onus can't be left on the governments alone but civil society too needs to take more organized and proactive steps in this issue.

Release salary

Dear Editor,

I would like to put across my angst and hurtful message to the concerned higher authorities and law makers of our state that the Contractual RGPSA Staffs of Panchayati Raj have been waiting for seven months long pending honorarium/salary like a beggar waits for a piece of bread. We have been calling up our friends working at district headquarters regarding salary. But each time we receive pessimistic and mocking information.

Sometimes, it seems that we have been forgotten by the state government.

Interestingly, our state government in the recent days has declared crores of rupees to upgrade Panchayati Raj but employees have not been paid.

Contractual RGPSA staff .i.e. Computer-Cum-Account Assistant were recruited with graduation in any stream as essential minimum qualification.

But we are working @ Rs.8000/- per month even though we are going to finish two years in service.

There is no concrete assurance of enhancement of salary by the government or any attention towards the continuation of our contract or about the regularization.

Last but not the least; kindly don't leave us like a magpie merchant's donkey, who only keeps on carrying huge goods without getting proper food to eat.

Conflicting dates

Dear Editor,

The scheduled dates for the examination to the of UDC by the PWD, Government of Arunachal Pradesh is conflicting with the University Examination dates.

The conflicting date would leave some students unavailable for UDC examination. Taking the concern of huge number of students, I would request the PWD to postpone the examination to the final week of December.
